National Atlas
On this site you can make maps with many different layer options. They are printable but you can't extract the data to use on your own.
Virginia GIS Data
Here you can download Virginia boundary information and road networks as shape files.
Census Boundary Data
At the census bureau site you can get county boundary information for the whole country.
